Will weaker growth momentum encourage Beijing to introduce some policy easing in the coming months? What economic policies are in the pipeline for next year?
Beijing’s recent policy moves have fuelled concerns about the prospects for foreign companies doing business in China. While China’s regulatory environment has tightened significantly, its growth momentum has also been hit by the Delta variant, a slowdown in construction and weak consumer confidence.
In order to grasp how China’s big picture is changing, it is key to better understand the underlying priorities which drive the daily policy actions. This dialogue thus explores the role a strong domestic market plays (dual circulation, common prosperity) and what economic policies could be in the pipeline for next year. Further discussion topics include China's race to net zero, data and cyber security, as well as business travel prospects.

After graduating in Business Administration, Andreas R. Herzog continued his studies in marketing and finance management at business schools in France, Canada and the USA. He occupied management positions at Ciba-Geigy, Swatch, Swarovski and Eichhof. From 2002 to 2019 he was CFO and member of the Executive Board of Bühler. During his professional career he worked in Switzerland, Mexico, Colombia, Ivory Coast and Germany. He is now a member of the Board of Directors of SBB, Meyer Burger and HOCHDORF. Additionally he is investor and board member of a number of startup companies.

Lukas Zuest is a Swiss lawyer at the law firm VISCHER and head of the VISCHER China Desk. Since 2007, he has advised Swiss and Chinese companies with their cross-border direct investments, M&A and trade transactions. He has particular expertise with Chinese VC investments into Swiss life science companies, and Chinese life science companies establishing new businesses in Switzerland. Lukas lived and worked for over five years in Shanghai. He speaks German, English and Chinese. Lukas is a member of the board of directors of the Swiss-Chinese Chamber of Commerce.

Esther Nägeli, Attorney-at-Law, Dr., LL.M. (University of Hong Kong), EMBA, is President of the Swiss-Hong Kong Business Association. She has lived and worked in Hong Kong and China. Since more than 20 years, she advises clients regarding direct investment, mergers, acquisitions and joint ventures in cross-border transactions with a focus on China-related projects. She is also an expert judge with the Commercial Court of the Canton of Zurich and a lecturer at Zurich University, Faculty of Law, on China Business Law.
Jinny Yan
Chief China Economist, China Markets Strategy, ICBC Standard Bank
Jinny Yan joined ICBC Standard Bank in early 2016 as Chief China Economist, and leads the China markets strategy and research team. Her focus is to deliver China macroeconomic and market insights to internal and external stakeholders. Her team launched the Belt and Road Economic Indices, which offers unique insight into China’s increasing connectivity with emerging economies. She also helps stakeholders to understand more about China’s Interbank Bond Market (CIBM), as it opens further to foreign investor access.
Prior to joining ICBC, Jinny was a London-based Senior Economist at Standard Chartered Bank. She covered key China-Europe macro topics with a focus on Renminbi internationalisation. Her previous economist roles include covering China based in Shanghai, Europe, and supporting the Chief Economist.
Heading up the European RMB Solutions team, Jinny chaired the Education and Marketing stream of the City of London’s Renminbi initiative. Widely recognised as a China and Renminbi expert in London, she makes frequent appearances in media and at high-level conferences.
Jinny studied Economics (BA Hons) at the University of Durham. Later in her career, she gained her Masters of Development Studies (MSc.) from the London School of Economics.
Dr. Li Xing

Dr. Li Xing joined Swiss Re in 2008. She is currently the Senior Economist and a Vice President of Swiss Re Institute based in Beijing, handling macro and re/insurance market analysis across China and the world.
Since her on-board, Dr. Xing has been working in the core research department of Swiss Re for almost 10 years. She has co-authored of and contributed to various editions of sigma, Swiss Re's flagship publication, and expertise publications. Dr. Xing is also spokeswoman of Swiss Re Institute in China, and present at many large-scale and high-profile industrial conferences on behalf of Swiss Re.
Before joining Swiss Re, Dr. Xing worked in the Chinese Agricultural Academy of Sciences (CAAS) for more than two years, when she focused on public policies and rural development. She hosted and participated some national, ministerial and international projects and published many academia thesis.
Dr. Li Xing got her PhD in management from Nanjing Agricultural University in 2004 and did her post-doc research on public policy and rural development sponsored jointly by the International Food Policy Research Institute (United States) (IFPRI) and the CAAS through 2004 to 2006.
In 2016, she was rewarded as professionals of the Thousand Talents Plan, initiative by the Insurance Association of China.
